Background:

  • The USD (AT&L)/DASD Information and Integration Portfolio Management (I&IPM) is the focal point for DoD space, strategic, and intelligence system acquisition oversight and related activities. The DASD I&IPM is responsible for the management oversight and technical and programmatic evaluation of over 70 Major Defense Acquisition Programs (MDAPs) and Major Systems Acquisitions (MSAs) in the DoD Space and Intelligence Capabilities portfolio, valued in excess of $70 Billion annually. Many of these programs span the civil, intelligence, and defense space communities, with multiple governing bodies and acquisition authorities. For National Intelligence Program (NIP) and joint NIP and Military Intelligence Program (MIP) funded programs executed by or with Defense Department organizations or personnel, the Space & Intelligence Office (I&IPM) administers USD (AT&L) Co-Milestone Decision Authority with the Associate Director of National Intelligence for Acquisition, Technology, & Facilities (ADNI/AT&F). For wholly MIP and DoD space programs the DASD I&IPM chairs the Overarching Integrated Product Team (OIPT) in the Defense Acquisition Board process. Additionally, I&IPM is responsible for the coordination and oversight of space programs which are jointly funded by the DoD and NASA, Department of Commerce and other external entities. I&IPM is also DoD’s space focal point and the co-executive secretariat for the Defense Space Council accountable for space investment planning and architecture integration across the DoD space enterprise.

Duties:

  • Provide a wide range of technical, scientific, engineering, acquisition and programmatic expertise to support management oversight of the DASD’s portfolio of space, strategic, and intelligence-related programs, projects and activities. Expertise shall also support the Director in providing effective acquisition guidance and direction based on working knowledge of the Department of Defense Acquisition Policy (DoD 5000 and 5000.02), Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR) as well as the Intelligence Community Policy Guidance (ICPO 801.1) 

  • Provide support to the DASD I&IPM office by providing Space and Missile Defense, Intelligence, Surveillance, Reconnaissance, and Airborne subject matter expertise in support of I&IPM program oversight. The contractor shall deliver reports and briefings to the DASD I&IPM summarizing issues and providing recommendations. 

  • The contractor shall provide Space and Missile Defense, Intelligence, Surveillance, Reconnaissance, and Airborne technical expertise through technical assistance of the office’s program oversight. The contractor’s technical support shall assist program oversight of I&IPM programs through review and analysis of program documents including, but not limited to, Acquisition Strategies, System Engineering Plans, Test and Evaluation Master Plans, Life Cycle Support Plans, budgets, and System Acquisition Reviews. The contractor shall assist I&IPM with coordination of draft meeting summaries, memos, and other packages. Contractor technical assistance shall include organizing, supporting and/or attending acquisition meetings as requested (e.g. Integrating Integrated Product Teams, Overarching Integrated Production Teams (OIPTs), Program Support Assessments, design reviews), providing technical recommendations from review/analysis of artifacts. The contractor shall document support of this subtask through summaries of meetings attended and through memoranda for record. 

  • Provide assistance and subject matter expertise in space policy and space governance to support the Space, Strategic and Intelligence Systems Office. Support for this task shall require expert knowledge of OSD staffing procedures, space community relationships, and key issues for planning and programming.

Skills and Experience:

Required:

  • U.S. Citizenship
  • Current Top-Secret clearance with current SCI access
  • Level 3 DAWIA certified or PMP certified or equivalent experience in Systems, Program Management, and Program Office Support
  • Expertise in managing/monitoring cost/schedule/performance
  • Knowledge and expertise related to Missile Defense Agency (MDA) programs and mission
  • Experience in Pentagon Staff role or equivalent
  • 10 - 15 years applicable experience in areas of Program Management and Acquisition.
  • Bachelor’s Degree (Master’s Degree desired)

Desired:

  • Writing Acquisition documents, such as Acquisition Decision Memorandums and other staff packages for Milestone Decision Authorities
  • Providing program oversight in a headquarters environment strongly desired
  • Understanding of Missile Defense Agency (MDA) portfolio and programs (Strongly Desired)
  • Previous experience within Office of Secretary of Defense (OSD) Acquisition, Technology and Logistics (AT&L), now referred to as Acquisition and Sustainment
