Overall Assignment Description:  

Act as the ASC Expert for the TIAT organization. This position requires strong communication skills and an in-depth understanding of GEOINT analysis methods and the Scaled Agile Framework (SAFe) construct. The position will require working closely with analysts, various programs of record, and senior government officials.  

Duties may include:

  • Provide expertise and advisory support to customer seniors and program managers on Tactical Data Systems.
  • Assist the government program manager with rapid execution of tactical data projects with a focus on interoperability, testing, tactical data ingest, processing, exploitation/analysis, storage, dissemination and associated infrastructures.
  • Maintain up-to-date status and progress of all programs and projects, through periodic and formal reviews as well as informal meetings; technical exchanges and reporting.
  • Track performance progress; report and coordinate measures for additional operational, resource, and financial planning activities.
  • Maintain the ASC roadmap following the customer's prescribed policies.
  • Conduct analysis and risk assessments on ASC development activities.
  • Create and modify documentation to support program milestones.
  • Provide comprehensive program and contract management support to include requirements analysis, acquisition strategy development, technical planning, risk assessment/decision support, and organization assessments and recommendations.
  • Provide financial management and planning expertise to support Planning, Programming, and Budgeting cycles.
  • Provide general and tailored expertise to support and assess systems engineering and systems integration tasks.
  • Provide development and design performance and progress assessments and recommendations.
  • Support ASC IV&V activities.
  • Assess the availability and applicability of new and emerging technology and how it can be applied to ASC and the NSG.
  • Monitor and report on contract performance, including support in the areas of earned value management, integrated baseline reviews, program status reviews, and technical exchanges.
  • Assist in defining requirements, assist in developing and preparing acquisition strategies, in accordance with stated policies, and procedures.
  • Conduct Analysis of Alternatives (AoA) of proposed operational and technical solutions.
  • Develop Program Office responses to mission impacts, acquisition cycles, improvement processes, and resource utilization.
  • Support the formation of various integrated product teams.
  • Attend various integrated product team technical exchange and program staff meetings.
  • Advise and assist ASC in budget development and business management activities in accordance with stated financial management processes and principles.
  • Ensure accuracy, completeness, and applicability of all financial management documentation.
  • Conducts planning, programming, budgeting and execution for the Division to ensure all financial needs are met for the ASC program.
  • Assist in developing, defend and promote Program Objective Memorandum (POM) submission for Analytic Services Division.
  • Assist in developing budget submittals to the customer's Financial Management Directorate. 
  • Assist in writing and defending budget inputs for Congressional Justification submittals.
  • Coordinate and synchronize spend plans across multiple projects/efforts with the Chief Information Officer (CIO)-Information Technology (IT) Directorate.
  • Assist in writing and defending Overseas Contingency Operations Funds and Analytic Services Division’s unfunded requirements.
  • Assist ASC government program managers with preparing support documentation to include funding documents to obligate funds, Support Agreements, Interagency agreements, Statement of Work/Objectives, Independent Government Estimates, Determinations and Findings, Justifications and Approvals, and Request for Procurement Services.
  • Assist government program managers in providing answers/input on funding from the customer, OUSD(I), DNI and Congress.
  • Analyze and review contract CPR/CFSR data and provide recommendation to improve and resolve findings.

 

Skills and Experience:

Required

  • U.S. Citizenship
  • Current Top Secret clearance with SCI access and current SSBI date
  • Demonstrated specialized experience with customer, IC, and DoD organization acquisition processes and procedures.
  • Demonstrated specialized experience in program/project management.

 

Desired

  • Demonstrated understanding related to the execution of customer’s role in strategic and tactical efforts to integrate ASC capabilities into the NSG architecture including Coalition partners.
  • Demonstrated functional knowledge about the customer's libraries, data storage, and development and implementation of initiatives to integrate Tactical Data GEOINT capabilities and requirements into the NSG and MGS workflow.
  • Demonstrated specialized experience in applying systems engineering processes, particularly requirements analysis, interface definition, or detailed implementation planning of large complex systems or enterprises with particular focus on tactical data and enterprise-wide interoperability.
  • Demonstrated specialized experience with program integration, integrated library data architecture, scheduling, requirements and configuration management, risk management, metrics development and analysis, Earned Value Management, verification and validation test activities and commissioning, turnover and acceptance activities.
  • Demonstrated specialized experience managing the identification and resolution of issues related to Tactical Data integration activities.
  • Demonstrated specialized Tactical Collector ISR, especially new/emerging collectors, and military experience.
  • Master’s Degree in a business or engineering related field.
  • Demonstrate total tactical system/project/program management experience with specialized experience in rapid execution of tactical data projects with a focus on interoperability, testing/demonstrations, tactical data ingest, processing, exploitation/analysis, storage, retrieval, dissemination and associated infrastructures.
